
A recent article from the Indian Express reported the Manipur state government nudging about more autonomy of ADCs to calm down the Kuki militants. However, MLA RK Imo disagreed that there is no such appeasement policy from the state government, and he expressed this in his X (formerly Twitter) post.
But the devil is in the details. If you look at point number 5 of the recently submitted representation to Prime Minster Narendra Modi, it is clearly mentioned that the state government is ready to provide some kind of more power to the ADCs.
Will this solve the problem, or will this cement the idea of separate administration?
To understand this, one needs to backtrack a bit on how the politics of corruption and hatred operate in the hilly region of the state. The elected representatives siphoned the sanctioned funds and said Meiteis took away all allocations and there is no to little money for hills. This has been the favorite medium of spreading hate towards Meitei and their most trustable excuse for corruption.
So what happens once some more autonomy is given to ADCs?
Well, more money will flow to them. Definitely, that's a good step, but will their decade-old habit of corruption and Meitei blaming stop? I am almost certain that they won't stop. They will still blame Meitei.
It's just a matter of time and violence before they will say, Look, even with more autonomy, the development is still nowhere to be seen, and state government led by Meiteis is still controlling the ADCs, so we need separate administration.
Now what?
Form a proper oversight mechanism to publicly say where the money is going and who is responsible for which project. The politics of mini Veng, illegal immigration, etc., should not be discounted.
Also, the common populace needs to understand the politics and factors of development. Put yourself in the shoes of an investor and ask if yourselves if you will invest any money in an area where there is a parallel government, regular extortion, killing, and kidnapping by militants.
Will you invest in a plot you can't buy or own, and you can be kicked out anytime for any reason after you invested lakhs and lakhs of money?
And finally, you can't compare the development of a state capital to a far-flung area of the state. It's a universal truth. But yes, populated areas must be provided with proper facilities. And also, YES, you can't just establish a new village every 4-5 years and keep asking for school, road, water, and electricity for each new village.
The Government of Manipur must think for the collective good, not any appeasement policy of any kind for any community, and should not legitimize the idea of violence as a means to an end.
